Philippines president Rodrigo Duterte has offered a nearly $A630 bounty for each communist rebel killed by government forces to save on anti-insurgency costs and says insurgents are easier to hit than birds because they have bigger heads.

So, on this topic of exiting the country, I had a incident recently where my PI girl was refused permission to fly out to meet me in Indonesia.

She had a confirmed ticket, a good passport, a reservation letter from a hotel in her name stating she had paid in full for her stay. She has a good job in PI and had a good amount of cash in he pocket and she is college educated and presents herself quite well. They refused her and wanted to see the business license of the hotel she was staying at and a copy of the Id of the owner along with a letter from me. Like in the Wizard of Oz with the witches broomstick.

So, I was in Indonesia awaiting her and managed to gather the documents they requested and fax them over for her to present. She changed her flight and headed back with the "broomstick" only to be refused again on another pretense. No way they would let her in nor let her speak with a superior. More time and more money wasted. They never intended to allow her out.

Another girl going to Dubai was refused and she was carrying a letter with an official seal from the PI embassy in Dubai inviting her to come visit. She had an international credit card. They refused her, claiming she didn't have enough cash on her!

Is this a ploy to get a bribe of some kind? I can't figure out what else is going on?

Needless to say, i would like to be able to have her come be with me. So, I am looking for solutions or suggestions to expedite her exit next time. Any magicians care to help? Would a lawyer be of an y help or a waste of money?

The airline told her that 20 people were refused exit from just her one flight! There were angry as it costs them time and money to deal with all the refunding and re ticketing.

Interesting story. There are lots of posts on this subject on this site. My abiding impression is its a lottery going through Customs and Immigration in PI. I am sure it didn't matter one bit what paperwork was provided in these cases; they were always going to ask for something you didn't have.

20 people denied the right to travel on just one filght.....omg.

This was Manila. She was told it may be easier to fly from another airport, but not Clark. Maybe Cebu.

Of course, the problem is that it is very expensive to play this game. She had to fly to Manila, buy a ticket, stay in a hotel one night, cab to the airport, etc. just to be denied. Not, once, but twice.

And once we tried unsuccessfully twice, I had to rearrange my flights and fly to PI so we could spend time together, etc. The whole thing was a big expensive mess. And for what exactly? Very frustrating all the way around.

The airline suggested she contact a news agency to report these shenanigans and see if they might want to do a story. She is scared to death to do this for fear of retribution. And by the way, all of the agents have name tags only with a FIRST name on it, Smart, huh? She said there were 3 Rosas and several men with the same name.

Is this all a set up for making money somehow off bribes? or is it just "crazy making"?

I would tell her to contact as many news agencies willing to listen these cases seem common

Immigration deputy: Tourist screening a 'necessary evil'

...barring of 54,000 Filipino tourists from departing international airports...

...“At airport counters Immigration agents screen Filipino ‘tourists’ to verify if they are indeed headed abroad for sightseeing and pleasure. They are asked routine questions, such as employment in the Philippines, destination abroad, sources of funds while abroad, and purpose of travel. Those who have difficulty answering may be asked to show proof of financial means, such as cash on hand, foreign currency and credit cards...

...Admittedly, the screening unduly can delay and inconvenience legitimate tourists. The BID finds this a ‘necessary evil’ in our fight against trafficking. If in delaying tourists we are able to weed out even one (trafficking victim) from embarking on a journey to tears and woe in a foreign land, from which s/he might not return, then for this one (person) the BID has fulfilled its role of protecting our citizens from predators...Immigration deputy: Tourist screening a 'necessary evil'

I'm impressed either of you were even able to obtain copies of the hotel license and ID of the owner. Just asking for something as obscure as that tells me they did not want her on that plane.

Sorry to hear about the bad experience, its absolutely unfair and insane...

No its not the bribe, it would have been easier if one could have bribed the way out, its the numbers, the immigration needs to fill at least 100 or so quota each day of detainee to IJM (international Justice mission) based in US to continue receive their funding..They need to show to the world they are doing something about it...

These are the few steps that could work.

1. Try to go from Cebu airport

2. Try again and again with as many documents as possible

3. The biggest, You got to be with your gf, when this happens, when they have a look at you, they have the proof someone is with her and you could vouch for her and they are free to take any documents from you and you can say, if something happens you would be responsible etc etc..

95% of the time, if you are with her, she will be allowed to go, its only when Filipinas travel alone, the suspicion is increased.

In my experience of 5 yrs in these stories, I have only heard twice a girl was not allowed when she was with her farang bf

In airport as well, I have seen with my personal experience, many farangs with Filipinas gf having no issues at all in Manila airport itself..

Try boarding with her....it should work...good luck

Hi
I am looking into something close to this but a little different right now.

Afew people have told me to Make sure they shes not alone when she leaving the airport the security will be less likely to bother you. Another thing I have found is if there have no stamps on there passport and the passport is new they assume it is sex trafficking.

But I am getting mixed reports on how much this happens some people day about 50% and others say really low.

Another member said something about her answering the questions in a good pace with confidences and help a lot if she says anything about have a problem last time then she will continue to have issues.

its almost always for bribes. my girl friend was trying to leave out of cebu. she had round trip tickets 600 usd cash in her pocket. her bank statement. the hotel stays with her name on it. she is a college student in a good college.making good grades. the only negatives she is inexperienced at traveling and a little immature. after they off loaded her she was out side when a police officer approached her saying he could help get her on to a airplane for wat amounted to 500usd. is uncle was a immigration officer and 2 of is friends were also. i tried to arrange this through him. but with my girl friends panic of not being able to see me and this guys paranoia i killed the whole deal. i also found 500usd to be way to much.

to me its a pitiful excuse to keep their people from leaving the country to make money for their families and better their lives. the professional escorts have no problems leaving since they have numerous visa stamps in their passports...

The whole thing strikes me as utterly retarded, when the PI is one of the biggest destinations for sex tourist on the planet!

I mean, how fuckin' hypocritical can you get when you have tens of thousands of people openly working in the sex trade in your own country but you harass perfectly respectable travellers coming in or out of that country!!!!!

It is all about money as usual. Nobody gives a fuck what those people do after leaving as long as they send money home.
Stop some in the name of Human trafficking and receive good old USD.

I had this problem in Clark with my Ex-GF 3 years ago. She was flying to meet me in Thailand and was not allowed to travel because she did not have a letter saying I would pay for everything. I simply faxed one over and they let her through. She did have return ticket paid for by me but that was all. She was an ex Bar-girl with no job. I think it is just pot luck with how the immigration guys are feeling on the day.

That‘s a Catch-22。 You “can not” leave until you have stamps, and you can not get stamps until you leave。

Go to Quiapo and get fake stamps?

Is this true? I didn't know that our immigration officers are that "nice" so as to do the jobs of the immigration officers in the the destination country. Hmm... interesting...

I wonder how they start to go about it, perhaps, "Sir/Mam, what is your purpose of visiting Malaysia/Indonesia? How long do you plan on staying there? WHAT!??!?! That long?? Are you seeing someone?? Damn I knew it!"

Now instead of stamping "Entry Denied" Exit denied... lol...

Nice nice...
