Every hotel in Cebu is guest friendly.

Stayed at the Wellcome before...excellent budget choice near Ayala, though there's that busy road to cross.
Totally guest-friendly, as brother Terilowski says. Also has a nice beauty shop where you can get a manicure and pedicure. Only the kiddie-sized pool was a bit of a letdown, though it's better than no pool at all.
And great rooftop restaurant, with a nice buffet breakfast and splendid views.

My guest forgot her ID and they just made her sign in at Welcome. Been staying there for years. Buffet is barely ok but wasnt so good last time. In fact me and my girl
got sick after the breakfast buffet. But overall, good value hotel
when less than 38 usd all in.
Hotels that are very strict on ID are Mandarin Plaza
