Martial law means so much more than a curfew. It's about having mobility restricted, roads closed, stores closed, flights cancelled, and possible loss of conveniences like cellphone, ATM or internet services. These are all hinderences to mongering. If there was martial law in Pampanga, you can bet AC bars will all be closed. Furthermore, martial law grants the military ability to perform civilian law enforcement. It will not be a fun moment in the Philippines when soldiers with very powerful weapons stops you, asks you questions, then demands to frisk you.

And if so anyone know when they might be coming in/finishing?

Was up last weekend. Arizona's is in the water, but not in use right now. Looking down the bay, Blue Rock's appears to be in operation, and didn't get down to Baloy to confirm it or the other.

TI/Kokomo's and Blue Rock are still in full operation. The weather's been cooperative this year. They will probably still be around for another couple of weeks.
